    “US Cultural Diplomacy: The Use of the Arts in Promoting Dialogue, Fostering Peace, and Initiating Mutual Understanding amongst World Cultures and Civilizations” (Washington D.C. & New York City; June 24th - 28th, 2013)


    Since the events of the Cold War, history has proven that each time US governmental agencies turned and used cultural diplomacy applications; they were successful and enabled better results in a one-of-a-kind, cost effective manner. It is not always easy to practice cultural diplomacy, especially at times of conflict where emotions are high and the level of dangers and risks often demand fast results and solutions. Despite that, and even in times of great urgency, however, cultural diplomacy and soft power practices are proven successful in enabling a more sustainable reality to be established. In the last decade we have seen tremendous progress and an evolution, where US Foreign and Defense agencies have acknowledged the unique nature of this approach and are practicing it more and more often. These efforts need to be increased in magnitude and frequency in the future.

    The Institute for Cultural Diplomacy is making great efforts to promote cultural diplomacy amongst US Foreign and Defense agencies and has initiated and dedicated this Symposium to exploring the successful applications, best practices and the overall importance of cultural diplomacy by these agencies. The Symposium on cultural Diplomacy in the USA 2013 will outline past achievements, highlight current programs and offer future solutions and best practices for the USA to use cultural diplomacy and soft power in a more effective way and more often, in order to continue contributing to a harmonic interdependent world. The Symposium will present specifically a thesis that “the return on investment” of the application of cultural diplomacy is both high and sustainable and its cost effective contributions to the work of US governmental institutions are both irreplaceable and much more efficient than its alternatives. The symposium will prove that when effective cultural diplomacy and soft power are practiced it is much cheaper and easier to maintain over the long-term, than if it comes only after a hard power foreign policy has been implemented alone.

    Conference Location
    The International Symposium on Cultural Diplomacy in the USA will take place in two major American cities: the nation's capital in Washington, D.C. and the nation's cultural hub in New York City. The conference will be hosted at a number of important political, historic, and cultural locations across the two cities, and will consist of excursions to the country's top artistic institutions. Featured locations during the Conference will include: The John F. Kennedy Center for the Performing Arts, NPR Headquarters, Smithsonian Institution, Johns Hopkins University, the United Nations, Lincoln Center for Performing Arts, Metropolitan Museum of Art, Guggenheim Museum, Broadway and Times Square, Museum of Modern Art, New York Public Library, and the Whitney Museum of American Art, in addition to various foreign embassies and governmental institutions.

    Conference Speakers
    Speakers during the Conference will include artists, musicians, academics, authors, museum curators, human rights activists, dignitaries, politicians, and heads of state, as well as leading figures and experts in the arts, international affairs, the diplomatic community, and civil society from across the world. These speakers will include a large number of individuals from the ICD Advisory Board.

    Conference Participants
    Participation in the conference is open to governmental & diplomatic officials, academics, artists, journalists, civil society practitioners, private sector representatives, young professionals and students as well as other interested individuals from across the world.

      The International Symposium on Cultural Diplomacy in the EU
      “Sustainable Economic Growth, Further Integration and Common Identity: Moving towards a European Consensus”

      Since its foundation the EU has undergone multiple transformations in the socio-cultural, political, and economic spheres. Today, the European Union consists of 27 member states, all of which work closely together to develop policies to facilitate common interests such as the free movement of people, goods, services, and capital across borders.

      Although the EU has made great strides in the past six decades- both politically and economically- the region still faces challenges in terms of delivering prosperity, bridging the gap between institutions and citizens, and creating a common and collective “European Identity.” Over four years of economic, social and political crisis have presented the EU, its leaders, and its people with a number of crucial challenges, which must be thoroughly and instantly tackled in order for Europe to be successful and to maintain its leading position in the global arena.

      The International Symposium on Cultural Diplomacy in the EU will therefore offer participants a platform to discuss the present and future challenges of the European Union, and will elaborate on the role of Cultural Diplomacy in improving European relations, enhancing cross-cultural collaboration, building democratic governance, and sustaining peace and stability in the region.

      Conference Location

        The International Symposium on Cultural Diplomacy in the UK
        “Cultural Diplomacy throughout the Commonwealth on Nations: International Cooperation across Six Continents”
        (London; July 10th - 12th, 2013

        While citizens of the UK benefit from a relatively good economic and human rights situation, there is still some room for improvement in many of its former colonies within the Commonwealth of Nations. In an attempt to improve the sociopolitical and economic situations in a number of member states and increase social harmony and interstate equality, Queen Elizabeth II, the head of the intergovernmental body, signed into effect the Charter of the Commonwealth in March 2013, setting out the values of the constituent states and establishing an organization-wide responsibility for the implementation of sixteen core beliefs including democracy, international peace, and universal human rights.

        The International Symposium on Cultural Diplomacy in the UK will bring together speakers from a diverse range of fields to debate the issues surrounding Great Britain and the Commonwealth. The Symposium will focus on effective implementation strategies for the New Charter of the Commonwealth, placing particular emphasis on the role that Cultural Diplomacy can play among the organization‘s members in achieving greater cooperation and collaboration, thus promoting prosperity and stability for all. Through the employment of Cultural Diplomacy, Commonwealth states have the potential to come together and establish greater multilateral understanding and collaboration, helping to promote economic prosperity, improve human rights records and achieve a new stability for the organization as a whole.

        Conference Location
        Based primarily in the House of Lords in London the conference will be hosted at a number of important political, historic, and cultural locations across the city.

          Symposium on Cultural Diplomacy in Latin America
          “The Colors of Latin America: Preserving Traditional Arts & Heritage in a Multicultural World”
          (Berlin; August 14th - 16th, 2013)


          The countries of Latin America play host to a diverse range of cultural and ethnic backgrounds. The Iberian colonization of large parts of the South American continent in the 16th century led to the introduction of French, Spanish, and Portuguese culture in the region, and this mélange, (strengthened even further by the cultural remnants of pre-Columbian civilizations, the influx of European immigrants in the 19th and 20th centuries, and the introduction of Africans to the continent), has led to the development of one of the most clear-cut examples of a cultural melting pot in current existence. This is not to say, however, that the “cultures” of this expansive area have blended into one universal cultural paradigm: the diverse range of peoples across the South American continent have often maintained important elements of their own personal cultures, while also adapting aspects of the wide-reaching regional cultural identity, possessing a multitude of languages, dialects, religious beliefs, and popular cultures aspects.

          Given the multitude of cultural identities present across Latin America, there has been increasing concern about the preservation of cultures on the continent, particularly in light of the recent destruction and deterioration of Aztec and Mayan cultural heritage sights in the region. Furthermore, as the full effects of globalization continue to be realized and Latin American becomes an increasingly prosperous economic power on the world stage, there exists fears that the countries of the continent could become westernized, diluting their own cultures in the process. The Institute for Cultural Diplomacy has therefore developed the International Symposium on Cultural Diplomacy in Latin America with the aim of presenting to the world an original perspective on Latin America and its unique heritage, and will explore the potential of arts and culture to successfully support regional development.

          Based in Berlin, the conference will be hosted at a number of important political, historic, and cultural locations across the city.

              The Center for Cultural Diplomacy Studies, (of the Academy for Cultural Diplomacy) offers educational and professional development opportunities for individuals pursuing careers in academia, diplomacy, government, and/or the private sector, related either wholly or in part to the field of Cultural Diplomacy.                 The International Symposium on Cultural Diplomacy in Africa 2014 will present the importance of building cultural bridges for the benefits of African national security, economy, and well-being of African citizens, while illustrating the cost-effective advantages of such programs compared to other policy alternatives. The Symposium will bring together African legislators, representatives of the private sector and civil society as well as representatives from the international community to initiate joint-programs that will increase the volume of the African Union and national governments' engagement in cultural diplomacy. The Symposium will campaign for new programs, increased budgets and greater governmental attention of the unique opportunities practicing cultural diplomacy can bring. The Symposium will also publish a report based on the speeches and suggestions from all speakers and participants, which will be delivered to the African Union, African government's policy and decision-makers as well as to the international community.

                  As a unique historic occasion for Europe and the World, November 2014 will commemorate the 25th anniversary of the Fall of the Berlin Wall, which represents one of the most important events in the history and the development of Germany, ending the division of a bi-polar world and reuniting a country that had been divided for almost three decades.

                  Twenty-five years after the fall of the Berlin Wall and almost twenty-five years after German reunification, unified Germany is considered to be the main economic engine of the European Union and is one of the leading economies and exporters in the world. In the recent decades, German corporations, simultaneously to securing their economic success, have successfully practiced corporate cultural diplomacy both directly as well as through their private foundations and have managed to build cultural and economic bridges with many communities from around the world. This active engagement of the German private sector in cultural diplomacy has enormously contributed to these corporations‘ current success, the reputations of the companies themselves, as well as the reputation of the German private sector as a whole.

                  Parallel to the engagement of the private sector, the German Foreign Ministry and other German governmental institutions have been engaging relentlessly with cultural diplomacy throughout the last decades. The German public sector includes a successful model of cultural diplomacy, by the way in which it has been engaged and by its magnitude, since for example a high percentage of the annual budget for German foreign policy is dedicated to cultural issues and cultural diplomacy each year.

                  The long-term and sustainable investments of the German private and public sectors in cultural issues as well as their consistent engagement in the field of cultural diplomacy has brought them significant respect and cooperation, earned gradually over decades of hard work and dedication.

                  Symposium Agenda


                  The Symposium on Cultural Diplomacy in Germany 2014 will celebrate and privilege the occasion of the 25th anniversary of the Fall of the Berlin Wall by exploring, presenting and analyzing this exceptional success of German cultural diplomacy. The Symposium will include representatives from the public and private sector together with key stakeholders in the field to present and demonstrate their activities. The German strategy for designing and implementing cultural diplomacy within the framework of close consistency to their foreign policy as a whole, will be reviewed and case studies together with best practices of cultural diplomacy will be analyzed, discussed and demonstrated in the Symposium.

                  The Symposium curriculum will include keynote addresses, lectures, and interactive workshops. To complement and support the conference curriculum, exhibitions will be hosted parallel to the symposium sessions and site-visits will be arranged. The format of the conference will enable participants to present their initiatives and programs, in order to further promote their own initiatives and programs and to foster greater cooperation in the field. At its conclusion, the Symposium will publish a report based on the lectures, proposals and suggestions from all speakers and participants, which will be published and delivered to stakeholders of the German cultural diplomacy community as well as to the international community.

                  German Nation Branding - A particular focus will be given to German cultural diplomacy within the framework of the German National Brand and the nation branding activities and initiatives of Germany over the past decades, which can be viewed as one of the most effective best practices.

                    The Madrid Symposium will focus on "The Promotion of World Peace through Interfaith Dialogue & Global Political Discourse" and will highlight the importance of inter-faith dialogue and global political discourse as vehicles for World Peace. The potential role religion and politics play in the promotion of peace building and stability will be outlined, with the aim to exemplify the positive and demonstrative effect it can bear in impacting society.

                    Religion can be used as a major force of reconciliation between divergent factions; through the analysis and promotion of inter-faith dialogue, the Symposium will illustrate the key role inter-faith dialogue and global political discourse plays and can play in facilitating mutual understanding. In addition, inter-ethnic dialogue and the issue of tolerance of varying spiritual affiliations within a country or region will be analyzed. The overall objective of the Symposium will be to demonstrate how inter-faith dialogue and global political discourse can be used as effective tools in promoting global peace and reconciliation, and the power of religion and global political discourse to bring varying groups together in order to establish and maintain constructive channels of communication and sustainable collaboration.

                    Symposium Agenda

                    The Symposium will employ thorough examinations and in-depth analyses of past and present occurrences of conflict in order to propose solutions and explore the use and potential of inter-faith dialogue to promote discourse with the ultimate goal of world peace promotion. The Symposium will unite religious leaders together with politicians, diplomats, and academics in order to create cultural platforms for dialogue between nation states and leaders; the event will emphasize the necessity for such global players in joining together to commit to open inter-faith dialogue.

                      The post WWII international framework witnessed the emergence of a set of liberal norms and values conceptualized today as the international set of human rights. In this sense, the system of international law serves as one of the main mechanisms for the development and application of a functioning framework for a universal human rights system. Hopes for the effective functioning of such legal instruments at the international level are high; however the lack of universality in practice and the inherent difficulties of their implementation have highlighted the need for further constant legislation to assure the development and the implementation human rights globally.

                      Some of the major obstacles obstructing the implementation of such a global human rights system are the economic interests and inequalities of the world as well as the lack of legislation with regards to issues of youth and women's rights, which permeates the international community. Any efforts at supporting universal human rights must therefore be accompanied by legislation that promotes sustainable development as well as the protection of the rights of youth women and the poor, which together make up the majority of the world population. In addition, issues of security and responsibility to protect must be incorporated as an integral part into international law in order to assure its positive progress and long term success.

                      The Montenegro Symposium on Cultural Diplomacy & Human Rights will gather a broad range of stakeholders to explore and analyze these issues and will formulate recommendations for joint strategies for immediate and future implementation. The Symposium will create and publish a proposal document that will then be publically presented to the international community.

                          Conference Overview

                          For already decades, Film and Cinema have served as a powerful, effective vehicles to inspire and enable people to come together towards peaceful relations. Over the course of many years now, people have discovered the unique potential of the media of film, the arts and in particular music to transcend cultures, serving as common languages to bring together different groups and communities. These unique qualities have the unparalleled strength to continuously effect people and over time sculpt human society closer to the ultimate goal of global peace.

                          The technological developments of the last decades have changed the political and cultural center of the human race from the city centers into the video and photo sharing platforms as well as other social networks; this dramatic change enables both producers and the public audience greater access to each other through film than ever before possible across the history of humanity.

                          By telling stories that reflect the social, cultural and political landscapes of their origin, film serves as a powerful means to promote peaceful relations between peoples on the one hand and at the same time challenge stereotypes and the status quo and foster intercultural understanding on a scale never before imagined. Ultimately, film, the arts and music serve as powerful vehicles to break stereotypes, fight discrimination and provide hope to situations of conflict that have not yet concluded in peace.

                          Conference Agenda

                          These contributions to international relations will be celebrated during the Film for Peace conference taking place in Berlin. The conference will examine the immense transformative value that film, as well as the arts and music hold as vehicles of Cultural Diplomacy.                             The Organization for Youth Education & Development (OEYD) invites you to participate in the next OYED Young Leaders' Forums. The Forums are international networks of like-minded young individuals with an interest in developing, supporting, and sustaining intercultural relations. Over the past decade, the OYED Young Leaders' Forums have grown to become one of Europe‘s largest independent, cultural exchange organizations, hosting programs, which facilitate interaction among young individuals of all cultural, academic, and professional backgrounds from across the world.
